New limitations by Apple in early May 2022 has introduced delays with activation/provisioning of developer profiles to devices. You may purchase from third party code-signing services but may be delayed for up to 33-days to be activated with the service.
Alongside this, Apple has been aggressively revoking services over-provisioning developer certificates.
It is recommended to supply your own Apple Developer Certificate rather than rely on a third party.
A non-profit, community driven sideloading provider (previously known as appaddict). They have been in operation since 2012 and accept credit/debit cards, PayPal (as of 2021 [source]).
Due to frequent revocations from Apple as well as device sign up delays, AppDB has stopped the sale of AppDB Pro [source] in favour of their PLUS subscription.
AppDB PLUS costs €11.99/year or €1.49/month and requires an Apple Developer Membership ($99 USD) or certificate files from alternate signing services [source].
